Cal/OSHA Indoor Heat Compliance for Semiconductor

8 CCR §3396 — Cal/OSHA's indoor heat illness prevention standard, effective July 23, 2024. Applies whenever an indoor work area reaches 82°F. Triggers higher controls at 87°F (or 82°F for radiant-heat work or required clothing).

How Cal/OSHA Indoor Heat Applies to Semiconductor

Fab cleanrooms are typically climate-controlled, but sub-fab, chase, and mechanical areas can exceed 82°F and trigger §3396. Bunny-suit work also hits the required-clothing threshold.

Key Requirements

  • Measure and record temperature when indoor area reaches 82°F
  • Provide cool drinking water (1 quart/employee/hour)
  • Provide cool-down areas at or below 82°F
  • Cool-down rest periods of at least 5 minutes when needed
  • Engineering controls (ventilation, isolation, AC) when temp ≥87°F (or 82°F + radiant heat / required clothing)
  • Written Indoor Heat Illness Prevention Plan integrated with the IIPP
  • Acclimatization for new and returning employees
  • Annual training in language understood by employees
  • Emergency response procedures
