8 CCR §1532.1 — California's construction lead standard — substantially mirrors federal 1926.62 with stricter medical surveillance, hygiene, and respiratory triggers. California is also moving toward a lower PEL and Action Level under the proposed Cal/OSHA lead update.

How Cal/OSHA Lead (Construction) Applies to Construction

California lead enforcement is heaviest on bridge work, residential repaint, and pre-1978 building renovation. The CA proposed lead-PEL reduction (rulemaking in progress) will likely lower the PEL to 10 µg/m³ and the Action Level to 2 µg/m³ within a few years — current programs should plan for that.

Key Requirements

  • PEL of 50 µg/m³ as 8-hour TWA; Action Level 30 µg/m³ (with proposed reductions pending)
  • Initial exposure assessment for any task with lead-disturbing potential
  • Engineering and work-practice controls before respirators
  • Hygiene facilities — handwashing, change rooms, showers above PEL
  • Medical surveillance with blood lead level (BLL) monitoring for workers at or above Action Level for 30+ days/year
  • Medical removal protection at lower BLL trigger than federal (proposed updates further tighten)
  • Respiratory protection per Table 1 (presumed exposure tasks) until assessment completed
  • Worker training before assignment and annually
  • Recordkeeping — exposure (30 yr), medical (duration of employment + 30 yr)

Most-Cited Violations

  • §1532.1(d) — No initial exposure assessment
  • §1532.1(e) — Inadequate engineering/work-practice controls
  • §1532.1(j) — No hygiene facilities
  • §1532.1(k) — No or inadequate medical surveillance
