Any general-industry employer whose workplace contains permit-required confined spaces — tanks, vessels, silos, vaults, pits, sewers, manholes, and similar enclosed spaces with hazardous atmospheres or other serious hazards.

How Confined Space Entry Applies to General Manufacturing

Manufacturing permit spaces include tanks, mix vessels, dust collectors, paint booths after off-cycle, and pits under presses or conveyors. Sanitary-cycle entry into mix tanks is a frequent unrecognized permit-required entry. Rescue-team capability is the most-cited gap — calling 911 is not an acceptable rescue plan.
