Any general-industry employer whose workplace contains permit-required confined spaces — tanks, vessels, silos, vaults, pits, sewers, manholes, and similar enclosed spaces with hazardous atmospheres or other serious hazards.
How Confined Space Entry Applies to Aerospace
Aerospace fuel-tank entry, autoclave entry, and large-vessel work are all permit-required confined spaces with specialized atmospheres and rescue challenges. Aircraft fuel cells require purge-and-inert procedures plus continuous atmospheric monitoring.

- Written permit-space program identifying every permit space in the facility
- Atmospheric testing before and during entry (oxygen, flammability, toxics)
- Entry permit completed for every entry, with all hazards and controls listed
- Attendant outside the space at all times during entry, in continuous communication
- Rescue plan and trained rescue team — non-entry rescue preferred (retrieval lines)
- Annual review of canceled permits and program effectiveness
- Contractor coordination: host informs contractor of hazards; contractor reports back
